Update: On Wednesday, October 30, 2024, the Pamunkey Indian Tribe and Boyd Gaming broke ground on their Norfolk, Virginia casino. The long-awaited ceremony occurred in the parking lot between Norfolk's Amtrak station and Harbor Park. Six acres of land there will be home to a waterfront resort casino, now referred to as "Project Mermaid," with plans for 1,500 slot machines, 50 table games, a 200-room hotel, eight restaurants, showroom, spa, fitness center, and a 1,300-spot parking garage.

There are initial plans for a temporary casino to be built near the site until the full casino is entirely built, which the Virginia General Assembly allows. The news follows final approval granted by the Norfolk City Council and the city's planning commission earlier in the month. 

The goal is for the new plan to meet the state's gaming license deadline in November 2025 by opening a temporary casino by mid-October 2025. Construction on the interim casino will begin by the end of November 2024. Meanwhile, a permanent casino is set to replace the temporary one in September 2027.
