Update:The Norfolk casino project faces a deadline of November 5, 2025, to secure a casino license—or it will have to restart the process and go back to voters for approval. Under the new plan, construction on the permanent casino began on October 30, 2024. A month later, work started on a transitional casino, which is scheduled for completion by mid-October 2025—just in time to meet the licensing deadline. Construction of the permanent facility will continue through August 2027, with the official opening planned for September 2027.

On Wednesday, October 30, 2024, the Pamunkey Indian Tribe and Boyd Gaming broke ground on their Norfolk, Virginia casino. The long-awaited ceremony occurred in the parking lot between Norfolk's Amtrak station and Harbor Park. Six acres of land there will be home to a waterfront resort casino, now referred to as "Project Mermaid," with plans for 1,500 slot machines, 50 table games, a 200-room hotel, eight restaurants, showroom, spa, fitness center, and a 1,300-spot parking garage.
