On July 12, 2023, the Kansas Racing and Gaming Commission unanimously approved a license for billionaire businessman Phil Ruffin’s group to bring a $128 million historical horse racing casino to the Wichita Greyhound Park in Sedgwick County, Kansas, which closed in 2007. Plans for the "Golden Circle" include three floors of entertainment, 1,000 HHR machines and wagering on horse racing via simulcast from premier tracks. They’ll also reportedly have pizza by the slice, a deli, Gilley’s, a smoothie bar, a rooftop patio, and an entertainment amphitheater is also planned. Ruffin also plans to construct a 96-room name-brand hotel once the casino renovation is complete.

Originally expected to open in Sept. 2024, the target date for opening the three-story facility is now September 2025.

FYI, HHR units are for the most part slot machines that are allowed because sports betting has been legalized in Kansas. Slot machines randomize the outcome of each play but HHR machines determine winners based on a database of previously run horse races. Tribal and state casinos like CrossWinds and Kansas Star are allowed to have slot machines but HHR units are a work-around for facilities that don't have the same approval.
