LATEST NEWS: Construction on the permanent Eklutna casino has been paused while tribal leaders review the potential consequences of a recent federal decision. The temporary Chin’an Gaming Hall, however, continues to operate without interruption.
The U.S. Department of the Interior issued a legal memo on September 25, 2025, that reverses its 2024 determination allowing Alaska Native allotments to qualify for gaming under the Indian Regulatory Gaming Act (IGRA). The reversal has cast uncertainty over the Eklutna Tribe’s long-term casino plans.
Located near Birchwood Airport, the Chin’an Gaming Hall sits on a six-acre leased allotment and remains in operation while plans for the larger, permanent casino—originally targeted for a 2026 opening—are reassessed. The new federal memo also directs the U.S. National Indian Gaming Commission to reevaluate its prior approval of the tribal ordinance that authorized the Eklutna project.
Chin’an Gaming Hall is located in the small community of Chugiak and is the first Class II gaming facility in Southcentral Alaska. The small, temporary venue opened on February 3, 2025, and is situated near the Birchwood Airport, about 20 miles northeast of Anchorage. The Tribe reportedly hopes to begin construction on a larger permanent facility soon. Until then, visitors to the gaming hall can choose from 135 electronic bingo machines and (all-cash) packaged snacks like chips, candy bars, jerky, etc., and cold beverages like can soda, energy drinks, and juices.
According to reports, the permanent facility expects to have 700 or more electronic gaming machines. The temporary facility will remain operational while the permanent facility is under construction.
